Col Navneet M.P. Mittal (Retd) is the Co-Founder and Director General of the India International Forum of Mine Action and Safety (IIFOMAS) and the Co-Founder and Chairman of Horizon Group. With over four decades of distinguished service spanning military leadership, humanitarian mine action, and enterprise development, he is widely recognized as a pioneer who introduced and advanced the concept of humanitarian demining in India.

An alumnus of the National Defence Academy, Col Mittal was commissioned into the Corps of Engineers of the Indian Army in December 1982. His academic qualifications include a Bachelor of Technology (B.Tech) from the College of Military Engineering, Pune, a Master of Science (M.Sc.) in Defence Studies from the Defence Services Staff College, Wellington, and a Master of Management Studies (MMS) from the College of Defence Management, Secunderabad. During his military career, he served as an Instructor at both the Indian Military Academy, Dehradun, and the College of Military Engineering, Pune.

Over the course of his service in the Indian Army, he received four awards for distinguished service and held several senior appointments encompassing operations, human resources, logistics, training, and major infrastructure and construction projects.

His international experience includes serving as Chief Humanitarian Officer with the United Nations Interim Force in Lebanon (UNIFIL). As Director Operations and subsequently Chairman of Horizon Group, he has planned, managed, and overseen humanitarian mine action and explosive ordnance clearance programmes across Sri Lanka, Jordan, the Transcaucasia region, and Kuwait, contributing significantly to post-conflict recovery and civilian safety.
