Lt Gen Harpal Singh, PVSM, AVSM, VSM (Retd)

Lt Gen Harpal Singh, a highly decorated retired officer and distinguished military engineer in the Indian Army, with over 40 years of dedicated service. With an academic foundation in MS in Civil Engineering and Intelligent Transportation Systems from Virginia Tech, USA complemented by a Masters in Management Studies from Osmania University and an MPhil from Madras University, General Singh stands at the forefront of strategic infrastructure development and defence engineering.

In his role as Engineer-in-Chief  he served as the principal advisor to the MoD and the Three Chiefs, overseeing substantial national infrastructure projects, including the landmark Atal Tunnel and the construction of the world’s highest motorable road at Umingla Pass. He is credited with the resurgence of BRO. His leadership as Director General of Border Roads led to vital advancements in border infrastructure, demonstrating unmatched expertise in executing complex projects under challenging conditions.

Gen Harpal Singh’s strategic impact was also evident in various Chief Engineer roles across commands, significantly bolstering India’s defence infrastructure, especially during critical periods like the Dokhlam crisis. His influence extends beyond defence, with leadership roles in sports organizations, including the Indian Olympic Association and Commonwealth Games Federation Board. He is currently President of International Road Federation And Vice Chairman of the Institution of Civil Engineers.

Gen Harpal Singh’s legacy of excellence in military engineering, which has not only strengthened India’s defence capabilities but also contributed to the nation’s infrastructure development. His vision and expertise continue to inspire progress and resilience.
